Elm Grove Apartments offer 40 garden style one-bedroom units that house seniors and persons with disabilities.  The complex has on-site parking, a community room with kitchen, laundry facilities, and a garden.  The property was constructed in 1978 with funds from the Town of West Hartford and the State of Connecticut Department of Housing and underwent a major renovation in 2018.  The renovation included new kitchens, bathrooms and flooring in the units, as well as upgrades to the laundry room, community room and landscaping. 

The property is located at 11 Grove Street in West Hartford and benefits from in a neighborhood with multiple shops, restaurants and bus stops. The complex has a Resident Services Coordinator on-site three days a week who provides information and referrals, assistance linking residents to area programs, and coordinates resident activities.  All forty units have Project Based Vouchers administered by the West Hartford Housing Authority.  Vacancies are filled from the waiting list only.
